I have a webcam on my laptop which is already built it. For some reason it’s not working now.. It worked before. Is there some way to fix this or is there a switch to turn it on or off?

I’m a local software retailer and I still don’t know if I can sell Microsoft OEM software. For example, eBay sellers can sell windows XP OEM only if hardware (i.e. any cable) is built-in. So I figured that if I include a cable, everything’s fine.
But then I noticed that there are *many* reputable online stores that sell this same oem win XP software but don’t mention anything about this “required” software.
My question is: What do I need to sell Microsoft OEM software? And delight don’t answer with “read the OEM licence” or “question the manufacturer” because I read the licence and couldn’t know it and the MS rep couldn’t/didn’t give me a straight answer.
Any help is appreciated.
Then why does ebay condone this practice and why haven’t they changed their policy? There are now 175 MS OEM items being sold, over 1000+ reputable stores (4+ stores) under froogle.com, countless others under Yahoo Shopping, many more selling under Amazon, etc…
May possibly it be possible that they don’t know, Microsoft hasn’t informed them, or that they don’t care about selling illegal software?
