1.3 mp is common. A webcam’s goodness is not specified by it’s megapixels. 1.3 megapixels means that you can use your webcam in full screen, what more do you need ? But yes, do check the camera’s image quality.
Don’t be fooled. Higher is not better, it’s a common misconception with people ignorant to cameras. Mega pixels is merely the amount of pixels in a picture allowing you to have a better print, without loosing clarity. I have a 10 MP camera and a 3.1 MP camera. the picture look nearly identical, but a 4×6-5×7 print will look a small different. if you want a sufficient 4×6 print ( which is what most people print) 3 MP will be fine.
