On a Windows Server 2003 R2 SP2 Server I expected the following error when trying to install an attention downloaded from the internet.

Windows cannot access the specified device, path, or file. You may not have the appropriate permissions to access the item.

To resolve this uninstall the Internet Explorer Enhanced Security Configuration from add and remove programs.

Delight note after uninstalling you must log off and log back in.
