The widows XP install disk is bootable so if you have a CD/DVD drive then go into the computers bios at startup and set the CD/DVD drive as the one to boot from first.

Alternatively, to create a floppy, insert the blank disk in A. On My Computer, right-click the A: drive and click Format. On the Format dialog check Create an MS-DOS startup disk
