There is a pop up and it keeps saying that i have to buy personal antivirus to get into the website i want to but it pop ups every website, so now i cant get rid of it, and it wont let me install a spyware removal.

Personal Antivirus and System security are themselves Adware. They are NOT antivirus programs. They are trying to get your credit card number!

To run it in Safe Mode, as soon as your computer turns on hit the F8 key (repeatedly) in anticipation of a screen comes up
Choose Start computer in SAFE MODE with network support
Download and install Malware Bytes and AVAST

If you read through the Y!A in this area you will see lots of people trying to get rid of malware. Most are by weak ‘free’ programs that let the virus in anyhow. Read what they use and don’t use them.
Do not buy the rouge security product. GET RID OF IT ASAP!

and download the free one. I did this and it took about an hour and a half for it to go through every thing, but the “personal antivirus” is gone after a few more clicks.
I reflect the best way to get rid of the files completely is to restore the system. You can go to Control panel, system and maintenance, and restore system. Make sure to choose the date prior to the date you downloaded this evil software.
I am sure that some of the adware or spyware remover programs are just fine but I did not want to download and install anything unless I am 100% sure if it is safe.
I had it before, and do NOT buy it.
It is a hacking tool trying to hack your account. Get rid of it ASAP!
To navigate through pages, always right click and press “open in new tab”. Then, if it tells you the site is terrible, click repeately on the “I’ll go anyhow” button.
To get rid of it, just first set your computer to “safe mode”. This will temporaly get rid of it. Then, get microsoft network monitor 3.3. Then, go on it, scan, and get rid of risks.
To get safe mode, click on f8 when your computer is rebooting.
