How are you trying to do a system restore? Usually these ‘rogue antivirus programs’ will put “INFECTED” next to the system restore dates in the Start > All Programs > Accessories > System Tools > System Restore menu. Even even if it says ‘Infected’, it’s not. It’s just the virus making you reflect it is. Also, how are you trying to boot into safe mode? You shouldn’t have distress doing this because the option to boot into safe mode should present itself (usually by pressing F8 repeatedly when starting up your computer) before any program files have a chance to load.
Try going to the system restore menu and doing a restore to the most recent date PRIOR to the infection. Even if it says ‘Infected’ or something along those lines, try it, it should work.
Let me know if you need any more help!

How to remove Antivirus Soft (Uninstall instructions)

you can use your second computer to install anti-virus software like spybot ect. to a USB thumb drive and use that to try to get rid of this “anti-virus”. you may possibly also burn linux to a CD and place it in your infected computer, restart, live journal, and use it to delete the “anti virus”
You can do a full system restore by dropping a Windows CD into the drive and re-booting. Make sure that you elect to do a reformat of the hard drive. This is a drastic go and WILL wipe out all your data.
Another option is to use the computer you are on right now and download and make any the F-secure, AVG, or Kasperski rescue disk. These files will make a CD that you can drop into the drive of an infected computer. They will boot the computer and scan it for viruses without the need to boot Windows.
I’m not certain what is happening there. You say that you can’t go to safe mode. If by that you mean that the laptop won’t turn off, you can try this. Remove the battery for a couple of minutes, then replace it and if it powers up again, try booting in the safe mode. If that works, you may be able to access the internet or load a copy of a malware protection program that you have downloaded from the net to the other computer that you are by. I’ve used Iolo’s System Mechanic Professional for situations like this in the past, but that’s not a free program. Excellent luck.
I just fixed this problem by doing a system restore. I had to restart my computer and “beat” the “Antispyware Soft” from notch. Restart your computer. As soon as Windows will let you, click on your start button, go to control panel, system security, and system restore. The trick is to start the system restore before “Antispyware Soft” has a chance to open. Then just follow the instructions. Afterwards, run a full system scan and update your virus definitions, to be on the safe side.
I judge you have a few options. If you can’t start in Safe mode or open any programs, then you need to start your PC with the Windows system CD in there and see if that helps. Otherwise, try to do a system restore before the program starts up. Another option is to download a virus scanner on another computer by a pen drive, and running it from the pen drive on your ‘sick’ computer if you can get that far. Lastly, if you have an expert near you, you may possibly try a manual removal. Instructions for a manual removal: http://www.spyware-review.net/remove-antispyware-soft/ If you want to reinstall the whole hard drive, I would recommend booting with the Windows CD in there, and choosing a restore hard drive option.
